Ombudsman orders filing of criminal raps vs ex-justice chief

MANILA, Philippines -- Ombudsman Merceditas Gutierrez has ordered the filing of criminal charges against former justice secretary Hernando Perez, his wife, and two others over the alleged P2 million extortion case filed by a former Manila congressman.
In a 24-page order, Gutierrez denied for lack of merit, several motions filed by Perez.
Aside form extortion, Perez has been charged with allegedly violating the anti-graft law. His co-accused are his wife, Rosario; brother-in-law Ramon Arceo; and business associate Ernesto Escaler.

On Dec. 19, 2003, US Customs officials apprehended the son of Maj. Gen. Carlos F. Garcia at the San Francisco airport. He was carrying US$100,000 in undeclared cash.
The military leadership got wind of the incident as early as January 2004. Instead of investigating Garcia, however, then Armed Forces Chief of Staff Narciso Abaya merely asked him to explain and transferred him to another position. This went on until, on September 14, US Customs and the Federal Bureau of Investigation transmitted to the office of then Ombudsman Simeon Marcelo a list of the amounts that General Garcia had brought into the US. A report published in NEWSBREAK in October 2004 estimated that Garcia must have taken P71 million to the US from 1993 to 2003.

MANILA, Philippines -- President Gloria Macapagal-Arroyo was more than just a witness to the signing of the scandal-ridden $329-million National Broadband Network (NBN) deal with Chinese firm ZTE Corp.

Documents showed that when Transportation and Communications Secretary Leandro Mendoza signed the deal on April 21, 2007 at the Haikou Meilan International Airport in Hainan, China, he did so on behalf of the President.

Ms Arroyo, on April 20, 2007, signed a special authority allowing Mendoza to sign the deal on her behalf.

Ms Arroyo issued the special authority despite information relayed to her on irregularities that surrounded the project.

Just as everyone had given up on Ombudsman Merceditas Gutierrez, she pulled a surprise by sustaining the recommendation of an Ombudsman committee to indict former Justice Secretary Hernando Perez in connection with the US$2-million bribe case filed by former Manila Rep. Mark Jimenez. But then, the case was supported by documents from the Swiss and Hongkong authorities, which could have prevented another whitewash attempt.
The Perez case appears to have been the first major corruption scandal under the Arroyo administration. It is widely believed that the bribery had to do with the approval of the $470-million power contract with an Argentine firm which former President Estrada had originally approved before he was deposed.

that has have not seen closure yet. As concerned citizens, we need to be aware of what the government and our leaders need to do for us. We are doing our part as citizens, they should do theirs also.
All these questions need to be answered for our benefit. We can't move on unless they are!

alledged that that the funds were diverted to Gloria Arroyo's campaign kitty. During the senate hearing it was more or less established that some things were fishy.
Before he could be made to answer, he fled the country. Now he's in an American jail pending deportation. He's applied for a visa to stay in the US. So far he's been denied.
